Justice Transformation Consultant

Justice must be swift, affordable, and accessible. When the bottlenecks that delay justice are addressed, only then does it truly serve the people.

Lilian Keene-Mugerwa is a Justice Transformation Consultant for Uganda. Her work involves stakeholder engagement, advising on justice sector priorities, strategy planning, and business development. Lilian has been working with HiiL since 2021.

Lilian holds a Bachelor of Laws degree from Makerere University, Kampala, a diploma in legal practice from the Law Development Centre, Kampala, Uganda, and a Master of Arts in Governance and Development from the Institute of Development Studies (IDS), Sussex University, United Kingdom. She is an enrolled advocate and licensed to practice law in all courts of Uganda.

Lilian was elected an Ashoka Fellow for Life in 2002 by the Global Association of Leading Social Entrepreneurs. In 2014, Lilian won the Human Rights Lawyer of the Year award from the Uganda Law Society.

Lilian has served on the boards of several not-for-profit organizations working on access to justice issues, including the Legal Aid Project of the Uganda Law Society and FIDA(U). In addition, she founded the Platform for Labour Action, a local NGO in Uganda that promotes access to justice for the poor and marginalized, particularly women, children, and youth. She is also the founding partner of Kleeva Associated Advocates, a private law firm in Uganda.

Lilian loves building meaningful connections by listening to and sharing people’s experiences and justice journeys. Whether at work or in personal interactions, Lilian values empathy and the power of every story. She also enjoys traveling and exploring new places, as it broadens her perspective and enriches her ability to connect with others.
