Justice Sector Advisor

Justice must be accessible and affordable to every human being. Creating user-friendly justice necessitates bringing everyday justice users together in partnership and dialogue with justice actors, governments, and donors.

Rachel is a Justice Sector Advisor at The Hague Institute for Innovation of Law (HiiL). In this role, she works on various elements of HiiL’s programmatic work, including Justice Needs and Satisfaction surveys and Justice Innovation Labs. Most recently she has been involved in HiiL’s work in Colombia and Honduras. Rachel enjoys being able to see projects through in the countries where she works, moving from data collection and analysis on people’s justice needs to facilitating solution design processes among stakeholders. Rachel holds a Master’s of International Development Studies from the University of Amsterdam and a Bachelor’s in Political Science and International Studies from the College of Charleston.

Originally from the United States, Rachel grew up in Costa Rica and lived in Mexico prior to moving to the Netherlands. She was drawn to HiiL because of her personal experiences, understanding what it feels like to not get justice, and to need outcomes which are different from traditional justice. HiiL’s efforts to put the needs of people at the center of justice systems and work with stakeholders to co-design innovative solutions is what led Rachel to join the organisation.

Outside of the office, Rachel enjoys travelling to new places (ideally warm beaches), cooking, reading, and spending time with her husband and dog.
