The report explores the challenges and opportunities surrounding the restoration of housing, land, and property (HLP) rights in Sinjar, Iraq, a region profoundly affected by years of conflict and displacement. The analysis examines the prevailing barriers, such as systemic inequities, legal ambiguities, and governance failures, which have left vulnerable populations—especially Yazidis and women—without access to justice for reclaiming their homes and land.
Challenges and solutions in Sinjar
In Sinjar, thousands of displaced individuals face persistent barriers to reclaiming their homes, land, and property. The conflict with ISIS devastated local infrastructure, destroyed land registries, and left behind a legacy of legal uncertainty and overlapping property claims. Compounding these issues is the marginalization of Yazidis, women, and other vulnerable groups, who often lack legal documentation or face systemic discrimination in pursuing justice.
To address these challenges, HiiL collaborated with local stakeholders and international partners to explore innovative approaches to restoring HLP rights.
