Marcos de Barros joined the Hague Institute for Innovation of Law (HiiL) in February 2024. He works at HiiL as a Project Manager (PM), leading and overseeing the implementation of different initiatives in many countries, always in close collaboration with local teams and key stakeholders. As a PM, Marcos is responsible for guaranteeing that projects in his portfolio are executed on time, within planned and approved budgets and in accordance with donor requirements, always aiming at the highest possible impact towards truly people-centred justice models. Marcos holds a Law bachelor’s degree acquired in Brazil and a Master’s degree in Human Rights from the Catholic University of Lyon, France.
When presented with the opportunity to join HiiL, his eagerness to make justice accessible to all allied with the innovative component HiiL brings around people-centred justice found a perfect fit. After his work as a private lawyer in Brazil and 5 years of project management for non-governmental organisations in Europe, HiiL was the ideal next step.
Marcos managed multiple projects for non-governmental organisations between 2019 and 2024. Among those projects, the opportunity to work for the improvement of legal assistance provided to children in contact with the law in Eastern Europe made a mark in his career. He not only could support the capacity development of professionals from the legal sector working with children, but also to support children directly to ensured they were heard by the system and empowered to advocate for a fairer justice for themselves and their peers.
Marcos is big football fan, watching as often as possible and playing weekly games in his city. In his free time with his family, he also enjoys watching movies and discovering new places and restaurants to go around the city.
