Dr. Martin Gramatikov, HiiL’s Director of Knowledge and Research, Appointed Honorary Research Fellow at Warwick University

HiiL is proud to announce that Dr. Martin Gramatikov, a long-time empirical legal researcher and HiiL’s measuring justice expert, has been appointed as Honorary Research Fellow at the School of Politics and International Studies at Warwick University. Martin’s appointment reflects our commitment to bridging practical work with research and development—enhancing knowledge transfer between in-the-field initiatives and expert analysis.

At Warwick University, Martin will engage in the advancement of access to justice through collaborative research on the interplay between people’s justice needs and driving forces such as forced migration, climate change, and technological developments. A key focus of his research will be on formulating practical, innovative and user-centred responses to the sizeable justice gap.

Martin graduated with a law degree from the University of Sofia, where he also obtained a PhD in Public administration. At HiiL, he has designed and implemented legal needs studies, including our Justice Needs and Satisfaction (JNS) surveys across more than 30 countries. These studies have been instrumental in measuring the justice gap in daily life and highlighting the justice needs of millions of people, thereby supporting the development of better justice outcomes.

Martin believes that “Our collective future will be extremely ‘law-thick’, where justice will hold equal importance as healthcare, education and clean environment. It is still not too late to lay the foundations of justice systems fully centred on the users.”

For HiiL, this is an opportunity to further connect our innovative work with rigorous academic research. This collaboration enhances our ability to address complex justice challenges and promote sustainable change to help realise people-centred justice programming.

About HiiL

The Hague Institute for Innovation of Law (HiiL) is an organisation dedicated to ensuring that justice is accessible, affordable, and easy to understand. We call this people-centred justice. By collaborating with justice providers, including ministries of justice and judiciaries, we develop solutions that enable more individuals to prevent or resolve their justice challenges. This not only benefits people directly but also fosters safe, stable societies where economic growth, innovation, and entrepreneurship thrive. Our work spans multiple countries, with programmes in Nigeria, Ethiopia, Tunisia, Niger, Burkina Faso, the Netherlands, Iraq and Syria.
