Applications are now open for Hack4Justice Lebanon 2026, a unique two-day justice innovation hackathon bringing together entrepreneurs, innovators, legal and tech talents, designers, researchers, students, and public service changemakers. This is not a hypothetical case or a classroom exercise. Selected participants will work on a real justice challenge identified with the Ministry of Justice in Lebanon, receive input from experts and stakeholders, develop a practical, testable prototype, and pitch their solution to a jury. Hack4Justice Lebanon offers a rare opportunity to bring entrepreneurial thinking into the justice sector: to collaborate across disciplines, explore a real public service challenge, and develop solutions that can make justice services clearer, more accessible, and easier to navigate for people. This is more than a coding sprint. It is a space for builders, problem-solvers, and changemakers to apply their skills to justice, public service, and real-world impact.

About the Hackathon

Hack4Justice Lebanon 2026 is organised by The Hague Institute for Innovation of Law (HiiL), under the patronage of the Ministry of Justice in Lebanon, with the support of the Dutch Ministry of Foreign Affairs, and in collaboration with Berytech.

Over two days, selected participants will work in teams to respond to a challenge connected to justice services in Lebanon. The hackathon will include:

• a practical challenge briefing;
• teamwork and ideation;
• mentoring and feedback from experts;
• development of a practical, testable prototype;
• final pitches to a jury.

The hackathon brings together different backgrounds and skills because justice problems cannot be solved from one perspective only. Strong solutions need legal understanding, user-centred thinking, technical skills, creativity, and practical implementation experience.

The Challenge

Participants will work on a real justice challenge identified with the Ministry of Justice in Lebanon:

Assisted Digital Journey for a Defined Court Procedure

How might digital or assisted tools help people navigating a Lebanese civil-court procedure understand what they need to do, where they are in the process, and what comes next, while reducing avoidable inquiries and repeated visits for court staff?

The challenge will focus on improving how people understand, access, or navigate justice services, while also considering the needs and workflows of justice-sector actors. More detailed information about the challenge, including the current process, users, pain points, constraints, and available information, will be shared with selected participants during the hackathon briefing.

Who Can Apply?

We are looking for motivated teams with different backgrounds and complementary skills. Hack4Justice Lebanon is designed for multidisciplinary teamwork. For this reason, team applications will be prioritised. Applicants are encouraged to apply as teams of 3–5 people. Each team should include, at minimum, legal and technology profiles. Additional profiles such as business, product, design, public service, research, entrepreneurship, or civic innovation are strongly encouraged.

You can apply if you have experience or interest in:

• law or legal research;
• technology, software development, AI, or data;
• UX/UI design or service design;
• business, entrepreneurship, or product development;
• public policy, public administration, or public service delivery;
• civic tech, govtech, or social innovation;
• civil society, community work, or access to justice;
• research, communications, or user engagement.

You do not need to be a coder to apply. Strong teams need different skills and perspectives, including legal understanding, technical thinking, user-centred design, business modelling, research, and practical implementation. Individual applications may also be submitted. However, individual applicants will only be considered if there is sufficient capacity to form additional teams before or during the hackathon. Selected participants must be available to participate fully in the two-day hackathon.

What Participants Will Do

During the hackathon, participants will:

• learn about a real justice challenge in Lebanon;
• work in multidisciplinary teams;
• explore the needs of court users, justice-sector actors, or other relevant users;
• develop a practical, testable prototype that addresses the challenge presented;
• receive mentoring and feedback;
• prepare and deliver a final pitch;
• present their solution to a jury.

What We Are Looking For

We are looking for participants who are:

• motivated to work on practical justice or public service challenges;
• open to collaboration across disciplines;
• able to think from the perspective of users and institutions;
• interested in developing realistic and useful solutions;
• available to participate fully in the two-day hackathon.

For team applications, we will look at the overall balance of skills and the team’s ability to work on a practical solution.

• Overnight access: The event venue will remain accessible overnight for participants who wish to continue working on their concepts and prototypes.

Prizes and Solution Ownership

At the end of the hackathon, teams will pitch their solutions before an esteemed jury of experts and stakeholders from the justice, innovation, technology, and public service sectors. Three winning teams will be selected and awarded the following prizes:

• 1st place: €5,000
• 2nd place: €3,000
• 3rd place: €1,000

As the hackathon is based on a justice challenge identified with the Ministry of Justice in Lebanon, the solution concepts, prototypes, and related outputs developed during the hackathon will be considered part of the hackathon process and will be owned by the Ministry of Justice. Participants will be acknowledged for their contribution through the hackathon process and the announced prizes. Any further review, adaptation, development, piloting, or use of the solutions after the hackathon will be at the discretion of the Ministry of Justice and relevant partners.

باب تقديم الطلبات مفتوح الآن للمشاركة في هاكاثون لبنان للعدالة ٢٠٢٦، وهو هاكاثون مميز يمتد على يومين ويجمع روّاد الأعمال، والمبتكرين، والمفكرين القانونيين، والمتخصصين في التكنولوجيا، والمصممين، والباحثين، والطلاب، وصنّاع التغيير في مجال الخدمات العامة.

لا يتعلّق الأمر بحالة افتراضية أو تمرين نظري. سيعمل المشاركون المختارون على تحدٍّ حقيقي في قطاع العدالة جرى تحديده من قبل وزارة العدل في لبنان، وسيحصلون على التوجيه والملاحظات من خبراء وجهات معنية، ثم سيطوّرون نموذجاً أولياً عملياً قابلاً للتجربة، ويعرضون حلولهم أمام لجنة تحكيم.

يقدّم هاكاثون لبنان للعدالة فرصة نادرة لإدخال التفكير الريادي إلى قطاع العدالة: من خلال الجمع بين تخصّصات مختلفة، واستكشاف تحدٍّ حقيقي في الخدمات العامة، وتطوير حلول يمكن أن تجعل خدمات العدالة أوضح، وأسهل وصولاً، وأبسط في الاستخدام بالنسبة للناس.

هذا الهاكاثون ليس مجرّد مسابقة برمجية. بل هو مساحة للمبتكرين، وصنّاع الحلول، والمهتمين بالتغيير، لتوظيف مهاراتهم في خدمة العدالة والخدمات العامة وإحداث أثر حقيقي.

نبذة عن الهاكاثون

يُنظّم معهد لاهاي للابتكار القانوني (HiiL) هاكاثون لبنان للعدالة 2026، تحت رعاية وزارة العدل في لبنان، وبدعم من وزارة الخارجية الهولندية، وبالتعاون مع Berytech. 

على مدى يومين، سيعمل المشاركون المختارون ضمن فرق لمعالجة لتحدٍّ مرتبط بخدمات العدالة في لبنان. وسيتضمن الهاكاثون:

• عرضاً عملياً-تفصيلياً للتحدي؛
• عملاً جماعياً لتطوير الأفكار؛
• جلسات توجيه وملاحظات من خبراء؛
• تطوير نموذج أولي عملي قابل للتجربة؛
• عروضاً نهائية أمام لجنة تحكيم.

يجمع الهاكاثون  مشاركين من ذوي خلفيات ومهارات مختلفة، لأن تحديات العدالة لا يمكن معالجتها من منظور واحد فقط.  فالحلول الفعّالة تتطلّب فهماً قانونياً، وتفكيراً يضع احتياجات الناس في صميم الحل، ومهارات تقنية، وإبداعاً، وقدرةً على تحويل الأفكار إلى حلول قابلة للتنفيذ.

التحدي

سيعمل المشاركون على تحدٍّ حقيقي في قطاع العدالة تم تحديده من قبل وزارة العدل في لبنان:

مسار رقمي مساند لإجراء محدد من إجراءات المحاكم المدنية

كيف يمكن للأدوات الرقمية أو المسانِدة أن تساعد الأشخاص الذين يتعاملون مع إجراءات المحاكم المدنية في لبنان على فهم ما هو مطلوب منهم، وأين وصلوا في مسار الإجراءات، وما هي الخطوة التالية، وفي الوقت نفسه مساعدة موظفي المحاكم على الحدّ من الاستفسارات التي يمكن تجنّبها والزيارات المتكررة؟

سيركّز التحدي على تحسين الطريقة التي يفهم بها الناس خدمات العدالة، ويصلون إليها، وويتابعون مراحلها، مع مراعاة احتياجات  الجهات العاملة في قطاع العدالة وآليات عملها.

وسيُزوَّد المشاركون المختارون بمعلومات أكثر تفصيلاً خلال جلسة التعريف بالتحدّي، بما في ذلك السياق الحالي، والفئات المعنية، ونقاط الصعوبة، والقيود، والمعلومات المتاحة التي يمكن الاستناد إليها في تطوير الحلول.

من يمكنه التقديم؟

نبحث عن فرق متحمّسة، تجمع بين خلفيات متنوّعة ومهارات متكاملة.

يعتمد هاكاثون لبنان للعدالة على العمل الجماعي متعدد التخصصات. لذلك، سيتم إعطاء الأولوية لطلبات الفرق. نشجّع المتقدمين على التقديم ضمن فرق مكوّنة من 3 إلى 5 أشخاص. وينبغي أن تضم كل فرقة، كحد أدنى، خبرات قانونية وتقنية. كما نشجّع على إضافة خبرات أخرى مثل الأعمال، أو تطوير المنتجات، أو التصميم، أو الخدمات العامة، أو البحث، أو ريادة الأعمال، أو الابتكار المدني.

يمكنكم التقدّم إذا كانت لديكم خبرة في أحد المجالات الآتية أو اهتمام به:

• القانون أو البحث القانوني؛
• التكنولوجيا، أو تطوير البرمجيات، أو الذكاء الاصطناعي، أو البيانات؛
• تصميم تجربة المستخدم أو تصميم الخدمات؛
• الأعمال، أو ريادة الأعمال، أو تطوير المنتجات؛
• السياسات العامة، أو الإدارة العامة، أو تقديم الخدمات العامة؛
• التكنولوجيا المدنية، أو التكنولوجيا الحكومية، أو الابتكار الاجتماعي؛
• المجتمع المدني، أو العمل المجتمعي، أو الوصول إلى العدالة؛
• البحث، أو التواصل، أو إشراك المستخدمين.

لا يشترط أن تكونوا مبرمجين للتقدّم. فالفرق القوية تحتاج إلى مهارات ووجهات نظر متنوّعة، تشمل الفهم القانوني، والتفكير التقني، وتصميم حلول تتمحور حول احتياجات الناس، وتطوير نماذج الأعمال، والبحث، والقدرة على تحويل الأفكار إلى حلول عملية.

يمكن أيضاً تقديم طلبات فردية، إلا أنّ النظر فيها يعتمد على إمكانية تشكيل فرق إضافية قبل الهاكاثون أو خلاله.

ويجب أن يكون المشاركون المختارون قادرين على الالتزام بالحضور والمشاركة الكاملة طوال يومَي الهاكاثون.

ماذا سيفعل المشاركون؟

خلال الهاكاثون، سيعمل المشاركون بـ:

• التعرّف على تحدٍّ حقيقي في قطاع العدالة في لبنان؛
• العمل ضمن فرق متعددة التخصصات؛
• استكشاف احتياجات مستخدمي المحاكم، والجهات العاملة في قطاع العدالة، وغيرها من الفئات المعنية؛
• تطوير نموذج أولي عملي قابل للتجربة يعالج التحدي المطروح؛
• الحصول على التوجيه والملاحظات من خبراء؛
• إعداد عرض نهائي؛
• تقديم حلولهم أمام لجنة تحكيم.

ما الذي نبحث عنه؟

نبحث عن مشاركين:

• لديهم دافع ومتحمسين للعمل على تحديات عملية في مجال العدالة أو الخدمات العامة؛
• منفتحون على التعاون مع أشخاص من تخصصات مختلفة؛
• قادرون على التفكير من منظور المستخدمين والمؤسسات؛
• مهتمون بتطوير حلول واقعية وقابلة للاستخدام؛
• متاحون للمشاركة الكاملة خلال يومي الهاكاثون.

بالنسبة إلى الطلبات المقدّمة من فرق، سنأخذ في الاعتبار مدى تكامل المهارات داخل كل فريق وقدرته على تطوير حل عملي.

الجوائز وملكية الحلول

في نهاية الهاكاثون، ستعرض الفرق حلولها أمام لجنة تحكيم رفيعة المستوى تضم خبراء وأصحاب مصلحة من مجالات العدالة، والابتكار، والتكنولوجيا، والخدمات العامة. سيتم اختيار ثلاث فرق فائزة ومنحها الجوائز التالية:

• 🥇 المركز الأول: 5,000 يورو
• 🥈 المركز الثاني: 3,000 يورو
• 🥉 المركز الثالث: 1,000 يورو

بما أن الهاكاثون يستند إلى تحدٍّ في قطاع العدالة تم تحديده من قبل وزارة العدل في لبنان، فإن مفاهيم الحلول، والنماذج الأولية، والمخرجات ذات الصلة التي يتم تطويرها خلال الهاكاثون ستُعتبر جزءاً من مسار الهاكاثون، وستكون مملوكة لوزارة العدل في لبنان.

سيتم تقدير مساهمة المشاركين من خلال مشاركتهم في الهاكاثون والجوائز المعلنة. أما أي مراجعة لاحقة للحلول، أو تكييفها، أو تطويرها، أو تجربتها، أو استخدامها بعد الهاكاثون، فسيكون ذلك وفقاً لتقدير وزارة العدل في لبنان والشركاء المعنيين.
